Hi!

Short question!

Is there any reason why the Q4 E-Tron never charges to full range in miles? I am sure that the computer should start at 318 miles, but it is starting 100% with only 239. Why so?

Any thoughts, please?

I don't think this is how Audi Guess-O-Meter.
This is the Tesla's approach. It calculates the range by multiplying the state of charge with the EPA range value (Environmental Protection Agency). The EPA rating determination is done in ideal conditions (around 77°F). When the temperature lowers, the same happens with the battery performance. So, lower temperature, less efficiency.
Audi's range estimate considers real-world factors and cabin settings, providing a more realistic expectation for the user.

You can check the User Manual, too. Maybe it helps.

Audi's range prediction is more conservative compared to other brands, especially in cooler temperatures or if you have climate controls running. It is more of a "real-world" estimate rather than the full potential ranger under ideal conditions. In this case, @bite_king is right.
